South Africa's GBVF Response:
What the data shows and what it hides

This prototype demonstrates what a public integrated GBVF data system should look like. The data below is drawn from official parliamentary records, the Commission for Gender Equality, and ISS research. Where government data is not publicly available, this dashboard says so explicitly, because an absence of data is itself a finding.

This is a prototype dashboard. It shows what a public GBVF monitoring system should publish in real time, across all 191 NSP indicators, all 9 provinces, all government departments. The figures shown come from verified public sources. Gaps marked "Data Not Available" reflect genuine public transparency failures, not missing research. The dashboard that government announced in March 2025 does not have a confirmed public URL. This prototype makes the case for what it must contain.

Why most cells say "Data Not Available": Provincial femicide rates, GBV conviction data, shelter capacity, social worker deployment, and service uptake figures are not published at provincial level by any government department in a consolidated, publicly accessible format. A functional GBVF data system must change this.
Pillar 6: The Enabling Foundation

Without data, nothing else can be held accountable

Pillar 6 is not one of six equal columns. It is the infrastructure the other five depend on. You cannot track prevention campaigns without data. You cannot hold justice systems accountable without data. You cannot allocate shelter beds without data. The absence of an integrated GBVF data system is not an administrative gap. It is a structural choice to remain unaccountable.

No integrated system
SAPS, DSD, NPA, DOH, DBE each hold separate case data with no linking protocol.
Dashboard announced, not built
The National End GBVF Dashboard announced March 2025 has no confirmed public URL 19 months later.
DNA backlog is a data failure
78.3% of forensic exhibits overdue. GBVF cases: 7,182 this year, down from 20,492 peak, but processing rate reflects decline in prioritisation, not real improvement.
CGE Index in development
The CGE GBV Index (September 2025 report) maps data sources but notes the index itself is still being developed.

Forensic DNA Tracker

South Africa's National Forensic DNA Database (NFDD) is the equivalent of the US CODIS system, established under the Criminal Law (Forensic Procedures) Amendment Act No. 37 of 2013. The database exists. The backlog crisis is the problem. Only 1.5% of exhibits are processed within the 30-day statutory deadline. View the dedicated tracker for the full breakdown.
